In recent years it has become clear that Government carries explicit or implicit responsibility for maintaining a nation’s security. Doctrine, policy and Government spend is well established in areas such as defence. However, in the emerging areas of cyber security, now identified by the UK Government as a Tier 1 threat, the relationship is different. In this case, security is provided primarily by industry experts, following the rapidly changing capabilities of the wider IT and communications industry. As such, Government(s) have little control over these global industries and must seek more sophisticated leveraged models to ensure the nation’s security is protected. Andrew will discuss some of the issues and developments associated with this subject, drawing upon his recent work for the Cabinet Office and parts of industry.

Biography

Andrew Rogoyski created and chairs Intellect’s Cyber Security group which has been active since 2008, focusing on the improved sharing of information and new models of public private partnership. Andrew is a member of Intellect’s Security & Resilience management team and has recently joined the RISC council, improving engagement between industry, the Home Office and law enforcement organisations. Andrew has recently advised the Cabinet Office’s OCSIA on their Industry Engagement Strategy, providing industry views on the role of government in cyber security, highlighting the need to engage at a strategic level and to improve the sharing of information. This work supported the creation of a government/industry joint strategy group chaired by the Prime Minister.

Andrew started his career as a post-doctoral research fellow, working on international programmes of research at the Rutherford Appleton Laboratories near Oxford. Andrew subsequently joined industry, leading Logica’s defence surveillance group, becoming operations director for their space and defence business. Andrew later moved to a consultancy in the European space sector, specialising in navigation, telecoms and the emerging security sector.  Following this, Andrew joined QinetiQ becoming managing director of their space division, leading QinetiQ’s acquisition of a European space engineering company and establishing a European capability specialising in a number of security-oriented technologies, including the successfully launched small satellite TopSat and a high altitude, long-endurance UAV. Andrew subsequently joined Charteris plc, creating a respected niche consultancy practice specialising in the national security sector before joining Defence Strategy & Solutions in 2010 where he specialised in the provision of strategy advice on cyber security and innovation. He now works for Roke Manor Research, one of the leading defence and security research groups in the UK.
