The Lisbon Treaty was supposed to make the EU a more effective and unified actor on the global stage, with its own diplomatic service and joined-up policies. But have these hopes been realised? And what are the likely developments in the EU's foreign and security policies, especially given the apparent shift towards a two-tier Europe in which one of the key defence players, the UK, is in the second division or even out of the league altogether?
