Library regulations and policies.

Library Access and Membership

  1. Staff and registered students of the University of Surrey are members of the Library and can use the full range of services and resources
  2. Visitors may become external members of the Library on payment of a membership fee (non-refundable) which entitles them to some borrowing facilities and access to limited online resources via a designated computer on Level 1
  3. Users of the Library must produce a valid university campus card or external membership card to enter the Library
  4. Users are responsible for all items issued in their name
  5. Users are responsible for the safe-keeping of their card and may be charged replacement costs if it is lost or damaged
  6. It is the responsibility of Library users to ensure their contact details are correct and must inform the University of any change of address
  7. Users must produce their campus or membership card if requested to do so by a member of staff.


  1. Loans and renewals may only be carried out in person using a valid campus or membership card, or online via a username and password
  2. Borrowing regulations for different categories of users and materials are made available on the Library web pages. These have the status of Library regulations
  3. Users are responsible for replacing lost and damaged items, including those on loan to them from other libraries and for paying any fines incurred
  4. Fines will be levied on all overdue reserved items. Users who fail to return items may be invoiced for accumulated fines and/or the cost of replacements and may have their borrowing rights suspended
  5. Users who fail to return overdue items will receive notices via email
  6. Users are responsible for ensuring that all items on loan to them are returned to the Library before they leave the University.

Use of Library Facilities and Resources

  1. Users must not write in, damage, or vandalise, any item of Library property
  2. Use of electronic information resources (e-journals, e-books and databases) must conform to the licensing regulations indicated by each publisher or supplier
  3. Copies of print material can only be made in accordance with the provisions of the Copyright Designs & Patents Act (1988)
  4. Mains powered equipment (eg laptops) must be tested for electrical safety by its owner and users will be held responsible for any damage to Library property as a result.


  1. Use of the Library is on the understanding that Library and IT regulations are followed. The University may impose fines and other penalties, e.g. suspension of borrowing rights, if these regulations are not observed
  2. The Library reserves the right to impose penalties for misconduct in accordance with the University’s Student Disciplinary Regulations. This does not affect the Library’s right to levy fines for late return of items
  3. The University reserves the right to take legal action against individuals who cause it to become involved in legal proceedings as a result of violation of its licensing agreements.


  1. Users should behave with courtesy and respect for other Library users and Library staff and abide by the Library Code of Conduct at all times
  2. Hot food is not permitted in the Library
  3. Study spaces may not be reserved, and belongings left unattended for prolonged periods may be removed by Library or Security staff
  4. Group study rooms booked and not occupied after the start of the booked session may be used by other students for the duration of the session
  5. The Library accepts no responsibility for loss, theft or damage to personal property in the Library at any time
  6. All users leaving the Library with books or bags must show them to Library staff on request, or when triggering an exit alarm
  7. Users must leave the Library by closing time, immediately on hearing the fire alarm or when required to do so by a member of staff in an emergency.
