Baroness Young highlighted the threats posed to biodiversity and ecosystems by the government's current Infrastructure and Planning Bill, especially Section 3. However, Baroness Young was also optimistic that a new Land Use Framework would give England the ability to balance land use interests more effectively at a more local level in a more transparent and participatory manner.
