Commentary: Banning young people from social media is not a fix-all solution

The following expert comment below was written by Dr Robyn Muir, Senior Lecturer in Media and Communication at the University of Surrey, about Keir Starmer's plans to ban under-16s from using social media platforms such as TikTok, Instagram, Snapchat and X.

"Banning young people's access to social media is not a fix-all solution. Wider research has consistently shown that young people's safety in both online and offline spaces relies on strong media literacy skills and open dialogue with trusted adults. A blanket ban will not support the development of either of those things.

"While proposals to restrict social media access are often driven by genuine concerns about young people's wellbeing, we should be cautious about assuming that removing access will remove risk. Young people are already navigating a complex digital environment, and they need the skills and confidence to do so safely.

"Rather than focusing solely on restriction, we should be investing far more in media literacy education for both young people and the adults who support them. Parents, carers and teachers need to feel comfortable discussing social media with young people, whether they use these platforms themselves or not.

"Young people are much more likely to disclose harmful experiences, ask questions or seek advice when they know they will be listened to without fear of overreaction or having their concerns trivialised. Open dialogue is one of the most effective ways to support young people's online safety, but it requires time, effort and trust.

"Instead of treating social media bans as a silver bullet, we should focus our research and policy-making energy on building better connections with young people, listening to their experiences and helping them develop the skills they need to navigate digital spaces throughout their lives."
